This research used the inductive and analytical approaches. The findings of the research show that the Qur’anic approach not only develops human and establishes civilization, but rather sets up mechanisms to protect and preserve them from which can interrupt and spoil the development process. In addition, the spoilers and obstacles of human and civilization development according to Tafseer Fī Dhilāli al Qurʾān are divided into two categories, namely: the internal and external.
